When CoalWorks in my constituency fundraised for a defib, the charity London Hearts reached out to it. Because it is a charitable organisation, there was no VAT on the purchase, meaning that CoalWorks could afford to buy two. However, when the Kings Arms in Coleorton recently fundraised, it had to pay VAT because it did not go via a charity partner. Will the Minister make an assessment of the potential impact of removing VAT on defibs for community-based purchases?

I congratulate the organisation in my hon. Friend's constituency for successfully fundraising for two defibrillators. As she knows, decisions on fiscal matters are taken at the Budget. She makes a powerful case, but we have to evaluate whether VAT reliefs are passed on in full to consumers. That is one of the key considerations when taking decisions of this sort.

Safeguarding has been a key focus of the Work and Pensions Committee, so I was shocked to hear that my constituent Barbara Skedd received a letter to her executors, incorrectly notifying them of her death. This resulted in Barbara's benefits being stopped, including the personal independence payment and all her pensions. My team have been working hard to get those reinstated. Can the Secretary of State outline what steps he is taking to ensure that those kinds of errors are minimised, and that the appropriate package of support is put in place so that when errors do occur, they are dealt with quickly?

I thank my hon. Friend for raising what is an incredibly important case to highlight. I appreciate that it will have been a deeply distressing experience for her constituent and I apologise for that. I can confirm that all payments, thanks in part to my hon. Friend's ministrations, have now been fully restored and any arrears owed have been issued. Given the seriousness of the investigation, the case remains under active consideration so that we can look into the circumstances that allowed it to arise and ensure that nothing like it happens again.

I have been campaigning on the availability of driving tests. I was pleased to see our changes released driving tests back into the system this week. How will demand for driving tests in North West Leicestershire be matched with the supply of new tests?

Drivers have been limited to two changes of their test since 31 March, learners can only amend and book tests since 12 May, and a learner's test area has been limited since 9 June. The Driver and Vehicle Standards Agency uses Ministry of Defence driving examiners for additional practical tests.

I recently met my constituent Dean, who is in his 60s and wants to return to full-time work after a bit of ill health. With more than 15 years' experience in human resources, he is struggling to get over the line and get that next job. He feels he is being turned away not just because of his age, but because of his medical condition, which means he needs a cane to walk. What is the Minister doing to support people with health conditions, such as Dean, back into work?

My hon. Friend is right to raise this matter. She might know of the Connect to Work service we have introduced, which will be available across the whole country by summer. The methodology for it has been designed centrally, but it is being commissioned entirely locally. The feedback we are seeing so far is that it is doing a very good job in supporting people in exactly the kind of circumstances that my hon. Friend describes.

We have provided significant support for local planning authorities to help them with capacity and capability pressures. Through the Planning and Infrastructure Act 2025, we allow local authorities to set their own fees at a local level to ensure that their costs can be covered.

I had the opportunity to meet a dairy farmer in my constituency, who explained just how financially challenging things have been. They have diversified, they have a farm shop and they do raw milk vending, but it is simply not enough for them to make a profit on other activities to subsidise their milk production. Will the Minister outline how dairy farmers, who are critical to a vibrant food and drink sector, will be supported in the long term?

Leicestershire, alongside other authorities, has been campaigning for fair funding in recent years, following 14 years of poor funding settlements by the last Government, meaning cuts to vital services. A lack of fair funding also means that schools in North West Leicestershire have some of the lowest levels of funding per student in the country. How will the Minister approach a fair funding settlement that considers the unique challenges faced by rural communities?

I thank my hon. Friend for her work in championing those issues. We are fundamentally reforming how we assess councils’ relative needs and resources, to ensure that funding is distributed to where it is needed most. That includes accounting for councils’ ability to raise resources locally, which the previous Government promised to do but ultimately failed to do in balancing the numbers. Targeting funding in that way will enable councils that have had to scale back services the most to be able to catch up and to ensure that everybody, across the whole of England, is able to access decent public services.

In light of the new ban on disposable vapes, what measures are being taken to prevent counterfeit and banned vapes from entering the country through ports such as East Midlands airport?

While Border Force does not routinely disclose information of a port-specific nature, in the calendar year of 2024 it seized approximately 300,000 e-cigarettes and vapes at the UK border. Border Force has a robust approach to seizures based on intelligence received from its partners.

What steps her Department is taking to help tackle violence against shop workers in rural areas? Convenience stores are at the heart of our communities and provide employment for over 700 people in shops in North West Leicestershire, but workers often face abuse. When I visited one of my local shops recently, I was told that just a few days earlier the assistant manager had been punched in the face when he was just doing his job. Although the assault had been reported, the police had yet to pay a visit.

May I express my concern about the attack on my hon. Friend’s constituent? It is totally unacceptable. Under the retail crime action plan, the police made operational commitments to prioritising attendance where violence had been used. Some progress has been made, but much more needs to be done. I will ensure that every police force understands how seriously the Government take this offence. The additional 35 police officers and 21 police community support officers who will be in place as a result of our neighbourhood policing guarantee might go some way to helping with that.

We have the best bands and artists in the world and they bring huge joy to us here. They want to share the love abroad and in so doing bring a lot of money to the UK economy. Will my hon. Will the Secretary of State assure me that, unlike the previous Government, when he says that he will hold the water bosses to account, he means it? The Water (Special Measures) Act 2025 gives Ofwat tough new powers, including banning bonuses for polluting company bosses.

Absolutely. That is why we have passed—and my hon. Friend will have voted for—the Water (Special Measures) Act, which gives the regulator the power they need to hold those water bosses to account so that instead of paying themselves multimillion-pound bonuses they do not deserve, that money is spent where it should be spent: on fixing our broken sewage system.

My hon. Friend makes an important point about rolling out charging infrastructure to all parts of the country, and we are working on that with colleagues in the Department for Transport. Local distribution networks in rural areas are incredibly important, and introducing greater access to the grid—including through Ofgem's approval of £22 billion to improve distribution networks—will enable us to roll out EV infrastructure in rural areas throughout the country.

I share the frustration of my hon. Friend's constituents. The scale of fuel poverty in this country is a shameful legacy of the last Government's 14 years of failure. It is a legacy that we are determined to turn around through our warm homes plan and our winter support package, and we will do everything we can to make sure that cold, draughty homes are a thing of the past.
