As Britain faced peril in world war two, Winston Churchill took a radical step: he changed the clocks to shift extra daylight into the evenings. As the clocks go back this weekend, will the Prime Minister take a look at the evidence on trialling Churchill time again to cut carbon, reduce bills, improve road safety, boost the hospitality industry and be the Prime Minister who will brighten up all our lives?
Context
During World War II, Winston Churchill changed the clocks to shift extra daylight into the evenings. As the clocks go back this weekend, there is a suggestion to trial 'Churchill time' again.

The Houghton health hub, owned by the council and leased to NHS Property Services for modern clinical rooms, has no patients or health provision. Will the Minister meet me to see whether this can be sorted out?

In my constituency, residents in Fossett Grove have battled for the adoption of a piece of land for 10 years. Elsewhere, there are problems like ungritted roads during winter, lack of post boxes, and areas without speed humps after car crashes into houses. What can be done to expedite these road adoption issues?

Will the Minister consider community energy projects being able to sell direct to local consumers?

AW Group in the constituency has two wind turbines and a solar array, but it gets muddled in with all other energy in the area.

That is exactly the work we are looking at as part of the local power plan. As my hon. Friend points out, we are determined to unlock much more community-owned energy, to make it as easy as possible for communities to connect to the grid, and for these projects to deliver not just clean energy, but real social and economic benefits for communities.

A new school has been in the offing in Bidwell West for almost a decade now. The independent council promised me that places would be available from September 2027, but now appears to be backtracking. Is the Minister willing to meet me to discuss the obvious concerns of parents, many of whom moved into the new build estate because of the promise of a brand-new school?

Responsibility for local transport is devolved to local authorities, which are responsible for the operation of their networks, including the extension of busways. The Government are committed to the Ox-Cam growth corridor. Lord Vallance has been tasked with exploring options on how best to deliver economic growth in that area.

I am concerned about the 700,000 people in Washington DC who are currently disenfranchised as they have no voting rights or full control over local government. This is akin to everyone in Bedfordshire having MPs without any influence on parliamentary decisions. Does the Minister agree this situation presents a significant anomaly?

What steps she plans to take to encourage saving. The nation’s favourite way to save is through premium bonds. Does the Minister think that they are good for the country and a valuable way of encouraging saving? For everyone who has them, they are quite exciting every month.

I think that premium bonds do provide excitement, not least in my parents’ household, where they are very popular. They are already well promoted and popular, and we have seen annual investments in premium bonds increase by more than 50% since March 2019. The funds raised through them go towards supporting vital public services.

The abuse of animals using weapons of any type is an incredibly serious matter, and there are such provisions in the Wildlife and Countryside Act 1981, the Wild Mammals (Protection) Act 1996 and the Animal Welfare Act 2006. There is a range of offences, and I encourage anyone who witnesses this kind of event to report it to the police. I will certainly discuss what more we can do with my colleagues in the Department for Environment, Food and Rural Affairs.

Main Concerns
['I am concerned about the lack of national standards for bus stops, which can make it difficult for people to find, use, and enjoy bus stops. About 86% of people live within a 10-minute walk of a bus stop, but some bus stops are poorly maintained or lack necessary amenities. For example, 23% of people are put off using the bus because of poorly maintained shelters, and 47% of people say that a clean and comfortable shelter would make them use the bus more often. I am also concerned about the lack of real-time information at bus stops, with only around 16% of stops having real-time information.']

['I urge the Minister to consider national standards for bus stops that address issues such as accessibility, cleanliness, comfort, and real-time information. I also ask the Minister to update us on the proposed disruption tool that the Department has been working on and to consider including further national standards on bus stops in a future update of the enhanced partnership manual.']
