When the Prime Minister visited Ely in my constituency recently to launch the UK child poverty strategy, I took the opportunity to discuss with him the much-needed Pride in Place funding that we want in Ely and Caerau. My constituents are telling me that they want important things such as a youth zone and provision for recreational sports activities. Will my right hon. Friend agree to meet me to discuss securing this vital funding for my constituents in Ely and Caerau?

Of course I will ensure that my hon. Friend gets a meeting with the appropriate Minister. Look at the difference that Labour is making in Wales: NHS waiting lists have fallen six months in a row thanks to the largest ever devolution settlement; £445 million has gone into Welsh rail; and we have new offshore wind projects, AI growth zones and the UK’s small modular reactor in Anglesey. That is the difference a Labour Government make.

In surgery after surgery, I have examples of Capita failing to do its job. The latest example was in a surgery just the other week, where I met my constituent Craig, who has received no pension payment or calculation since July. Will the Minister please look into Craig's case and do everything she can to give Capita the boot?

Capita's performance has been totally abysmal, and I too have raised it a number of times in this House. I can assure my hon. Friend that we will be holding Capita to account, including withholding nearly £10 million of contractual payments, because we will not pay for services that have not been delivered. If my hon. Friend writes to me, I will ensure that his case is investigated, and I will get back to him at the earliest possible opportunity.

Current service levels are completely unacceptable, and we are holding Capita accountable by withholding payments in the short term and assessing the long-term viability of bringing the scheme in-house. We will continue to use the most stringent commercial levers we have under this contract—which was signed by the last Government—to ensure we have full accountability.

Last week, Sev.en Global Investments announced a £100 million investment into 7 Steel UK in Cardiff, a site that I have recently visited. Do the Government agree that that investment shows our plan to prioritise a modern steel strategy is paying off for jobs and growth while putting working people in Wales and the rest of the UK first?

I do indeed agree. The £100 million investment in 7 Steel UK is welcome news, but I met the owners of the business, and they told me that they were able to release that investment only because of the confidence they had in the Government’s approach following the publication of our steel strategy. That is a direct correlation between Government action and £100 million-worth of investment in Cardiff.
I know that my hon. Friend has been a strong advocate of the steel industry. There is an opportunity later today for Members of the House to decide whether they are on the side of the steel industry or not. I encourage the Opposition to put their ideology aside just for a moment and get behind the steel industry this afternoon— I know that is difficult when a Bill has the word “nationalisation” in its title.

The UK Labour Government's generational commitment to a £14 billion pipeline of rail projects in every part of Wales is a clear demonstration of what can be achieved when two Labour Governments work together. The investment from the spending review has resulted in upgrades at Cardiff West junction, which is set to double city line services, benefiting stations in my constituency. The safety and maintenance of coal tips is a totemic issue in Wales, including in my constituency of Cardiff West. The relationship between the Welsh Government and this Labour Government, and the funding for coal tips in the last Budget, signify the importance of the union between our two Governments. Can the Secretary of State tell me why, when given the opportunity to vote on this issue in the Senedd in March, Plaid Cymru voted against coal tip funding?

Quite why Plaid Cymru and the Conservatives voted against that additional funding in the Senedd is beyond me. They need to explain that to our former coalmining communities.

Following the recent storm season, serious flooding damaged the foundations of Radyr cricket club and exposed electrical cables, which forced the club to close and cancel practice until the site was made safe. The club is also situated next to important electricity infrastructure, which means up to 930 customers could be put at risk of disruption. I have been working with Councillor Helen Lloyd Jones to try and find a way forward between National Grid and Natural Resources Wales to establish who will take responsibility for securing the river bank and the electricity infrastructure. Unfortunately, we are at an impasse, and my constituents continue to be vulnerable to further flooding. Will the Minister meet me to establish what the UK Government can do to try and help break that impasse before the next storm season hits?

Will my hon. Friend outline how she is working in partnership with the Welsh Government to improve cancer and health outcomes? Could she try to help me understand why on earth, in the Welsh budget vote last week, the Conservatives and Plaid Cymru voted against £600 million more for our Welsh NHS?

I really cannot explain why Conservative colleagues in the Senedd voted against that budget. Not only are the Welsh Government delivering £600 million; they are also delivering a specific package on cancer care. The initial phase, which is going to focus on breast, skin, gynaecological, lower gastrointestinal and neurological cancers, will improve productivity and efficiency in how health boards deliver care. This includes sending people straight to tests without an out-patient appointment. Alongside this, the Welsh Government are implementing a wider range of service improvements, from reducing smoking and tackling obesity to HPV vaccination and diagnostic and generic strategies.
