Yes, and I thank my hon. Friend for the work he put into ensuring that his constituency station at Windsor is part of that. I can give him that assurance. As well as providing seamless tap-in, tap-out payments, fares will be simplified so that most adult passengers can be confident that pay-as-you-go will be the best price for them on the day of travel.

We are delivering on the plan for rail commitments to improve railway ticketing. We recently announced that contactless pay-as-you-go will be extended to another 53 stations in the south-east, and we are working with Greater Manchester and the West Midlands on pay-as-you-go trailblazer devolution deal commitments. Some 99% of all tickets can be purchased online or through ticket machines.

My hon. Friend raises a terrible and tragic case. I will give Mr Brown's case my closest personal attention, ensuring there is maximum rigour in assessing risk to determine whether to use the new power given to me by the Police, Crime, Sentencing and Courts Act 2022.

We will shortly be bringing forward legislation to implement key measures in the root-and-branch review to ensure that public protection is the sole criterion and focus for parole decision making.

I am very glad to see my hon. Friend here fighting for his constituents, as ever. I am glad that he made it in past the protestors to make that entirely forceful and appropriate point on their behalf. He is right to acknowledge that aviation is one of the harder to decarbonise sectors, and clearly it has to make a big contribution. The Government are working very hard to make sure that the carbon emissions in aviation are reduced, through technology and innovation, because we wish to see guilt-free flying. We have consulted on the “Jet Zero” strategy. Next year we will publish the final “Jet Zero” strategy, which will explain how we can keep the benefits of air travel and the opportunities that it has for the UK while ensuring that it is done on a vastly reduced carbon emission basis.

Of course, Heathrow expansion is a private sector project which will need to meet strict criteria on air quality, noise and climate change. The aviation sector has a big part to play in delivering the UK's net zero commitment. We are continuing through technology and aviation to look for ways to reduce the carbon footprint of aviation, to ensure that we can transition to guilt-free flying. We will be setting out the final jet zero strategy early next year which will show how we can support the benefits of air travel and the opportunities that aviation decarbonisation can bring to the UK.

Acknowledges the Army's youth rehabilitation programme and highlights that individuals on licence are subject to automatic custody recall if they fail to meet conditions or commit further offences, preventing their recruitment. Emphasises the potential for military services to facilitate social mobility and expresses willingness to expand these programmes.

The Government are providing an additional £500 million over the next five years to support a fast charging network, ensuring drivers will never be further than 30 miles from a rapid charger. The plug-in vehicle grant has been extended for another three years with £532 million of funding. Company car tax for fully electric cars is zero this year and vehicle excise duty has been abolished for all electric vehicles.

I agree. Free trade with Africa offers development opportunities, especially in science and technology expertise. It is a route to prosperity and lifting people out of poverty. The Government champions free trade worldwide.

I assure my hon. Friend that that is simply not the case. The NAO recognises that the civil service, and indeed Ministers, occasionally have to take risks, because that is the only way to learn—you learn from failure. We are not risk-averse, but we expect Departments to evaluate risk.

My thoughts are with the injured victims of the Streatham attack and their families, and I express my sympathy and support on the Government's behalf. We owe a huge debt of gratitude to our armed forces who perform exceptional feats to protect this country in incredibly difficult circumstances while ensuring that the law is applied consistently, promptly and fairly. As Her Majesty said in the Gracious Speech, the Government will shortly introduce a legislative package to ensure that our service personnel and veterans have access to the legal protections they deserve.

My hon. Friend raises a vital point about having a range of different tools to ensure children succeed, including focusing on English and maths achievement while offering various pathways like T-levels and apprenticeships to give young people the opportunities they need.
