As the Secretary of State outlined, the new defence growth deals announced earlier this year promise exciting opportunities, particularly for young people entering high-skill engineering and new apprenticeship roles. North Wales already hosts world-class defence firms, such as Teledyne Qioptiq; what benefits, especially for economic growth and opportunity, can my Wrexham constituency and north Wales more widely expect as those deals are rolled out?

As someone with a long career in the hospitality industry before being elected, I know that it plays a vital role for high streets and communities by providing local jobs and boosting economies. In Wrexham alone, over 1,200 people are employed in the sector. Alongside measures announced in the Budget, will the Minister set out what the Government is doing to support the beer and pubs sector as part of their plans to revitalise high streets, strengthen local economies, and safeguard hospitality jobs in Wrexham and beyond?

In Wrexham, North Wales police is doing very important work to tackle persistent antisocial behaviour and low-level crime, but local people are, quite rightly, seeking further assurance that these issues will continue to be dealt with and tackled head on. Will the Minister please update the House on how police recruitment and training is progressing in north Wales and beyond so that communities like mine can feel safe and secure in the place they call home?

As part of our commitment to restore neighbourhood policing, the neighbourhood policing programme career pathway developed by the College of Policing is creating a structured training pathway to professionalise neighbourhood policing, benefiting communities across England and Wales, including in Wrexham. In terms of recruitment, North Wales police has been allocated just over £2 million to support its projected neighbourhood policing growth over 2025-26, which is made up of 26 additional police officers and 15 police community support officers.

I totally agree with my right hon. Friend; this Government’s industrial strategy backs businesses in Wales not just with words, but with action and billions of pounds of investment over the next decade. In Wrexham, we are fortunate to have fantastic businesses, such as Kellogg’s and Hydro Aluminium among others, which have exciting ambitions for high-tech expansion. One barrier that needs to be overcome is sufficient power supply to the industrial and trading estates where they are based. Will the Secretary of State please update me on how the strategic sites accelerator will support them in doing so and the proposed timeline for its implementation?

I thank my hon. Friend warmly for his question. The strategic sites accelerator will prepare and accelerate sites for development by using Government tools, such as land acquisition, planning certainty and infrastructure support, to overcome existing barriers to investment on sites. It is designed to create jobs, attract investment and support our industrial and net zero priorities. This programme will work alongside other initiatives like the connections accelerator service which will streamline grid connections for major investment projects. The Office for Investment is working jointly with the Ministry of Housing, Communities and Local Government and Ofgem to take this vital work forward. I expect capital to be deployed initially under this programme in 2026-27.

One year on, I welcome that this partnership has delivered record funding for Wales to improve our railways, protect coal tips, and boost our economy and public services. At the general election, we rightly recognised that the Welsh fiscal framework is outdated. Please could the Minister provide an update on the progress being made to address this?

Andrew Ranger welcomed the announcement of 12 additional services per week between Holyhead and London but noted that this is a shadow of the pre-covid timetable, which saw up to 14 daily direct services. He highlighted the need for economic growth, tourism, and access to employment across north Wales and beyond, requiring a return to more frequent and reliable service patterns. What measures is the Secretary of State taking to ensure that happens?

Rail plays a vital role in the economy of north Wales, but recent improvements have not restored pre-COVID service levels or reliability. The current situation sees more cancellations and poorer reliability than other parts of the west coast franchise.

Supporting people into work is the right thing to do, not just economically but morally. I therefore welcome the recently announced UK Trailblazer programme in north Wales, which will do away with the one-size-fits-all approach and will instead meet people where they are, giving them a greater chance to secure stable and good employment. Does the Secretary of State agree that this shows the power of the partnership that we now have, and our commitment that no one, on either side of the M4, will be left behind? Also, will the Secretary of State join me in congratulating Wrexham football team on their historic back-to-back-to-back promotion this weekend to the English football league championship?

Many congratulations to Wrexham. I am delighted to see them promoted, and very sad to see Cardiff relegated. My hon. Friend is right: the Government understand that work is crucial not just to our health and wellbeing, but to improving our living standards. That is why we announced last week a £10 million pilot in Blaenau Gwent, Neath Port Talbot and Denbighshire to support people back into work. We will not sit by and let the Tories’ broken welfare system continue, which has condemned people to a life without work. These Trailblazer projects will help more people in Wales back into secure, well-paid jobs.

I am incredibly proud that, since the onset of Russia’s invasion of Ukraine, Wrexham has welcomed many Ukrainian families. Among them are Yaroslav and Oksana, who had long dreamed of opening a café in their home town of Chortkiv. Despite the war preventing them from realising that dream at home, they now own a thriving business on Wrexham High Street. How are the Government continuing to support Ukrainian families who play a big part in communities across Britain, as well as those who, at some point in the future, may wish to return to Ukraine when the situation allows?

Investment in Wales by the UK Government demonstrates the strength of the Union. I was therefore delighted to see the UK Labour Government announce their plan for neighbourhoods, which will see a £100 million investment in Welsh communities, with £20 million of that going into my constituency, straight into vital local resources such as high streets and youth clubs. Does the Minister that this Labour Government are committed to bringing growth to areas of Wales that were previously ignored by the Conservatives?

My hon. Friend raises a key and important challenge. In every part of these islands, public services need both resources and reform given the Government’s inheritance back in July. The UK Health Secretary has set out ambitious plans to roll out new AI technologies, upgrade the NHS app and reform the healthcare system to bring down waiting lists. Last week, my right hon. Friend the Chancellor of the Duchy of Lancaster met devolved Government Ministers to discuss public service reform, data sharing and harnessing work on public service reform across these islands.

The growth mission is the central priority for this Government. Our new industrial strategy and national wealth fund will boost economic growth across Wales, creating jobs and driving up living standards. Working alongside ministerial colleagues, I was pleased to confirm £320 million of funding for two investment zones in Wales, the green light on the freeport in the Celtic sea and protection for local community growth funding across Wales. Welsh universities will benefit from record levels of investment in research and development, which will be worth over £20 billion next year. The Budget confirmed £160 million of funding for the Wrexham and Flintshire investment zone.

What steps is she taking to ensure that those released today will have accommodation on release, including in Wrexham?

Release of prisoners under SDS40 needs proper planning including housing provision.

We are working with the Ministry of Housing to understand housing impacts. Probation staff are preparing release plans and providing temporary accommodation if at risk of homelessness. We expect existing provision will suffice, but probation directors can use alternative arrangements including budget hotels as a measure.

Today around 1,700 offenders have had to be released early due to changing automatic release points from 50% to 40%. This was necessary but is not a long-term solution.
