Will the Prime Minister arrange a meeting with the group and the relevant Minister to help them get the justice they deserve?
Context
The MP raises concerns about a spinal surgeon's malpractice affecting many across the Greater Manchester region. A review has been conducted, but justice is still being sought.
The Prime Minister (Keir Starmer)
I thank my hon. Friend for raising this awful case—the stories and accounts are heartbreaking and deeply concerning. I will make sure that she and the group receive a meeting with the relevant Health Minister at the earliest opportunity.

A lot of the hospitality small and medium-sized enterprises in my constituency start out as market traders. As we know, our markets are a vital part of our identity and central to our local ecosystem, giving businesses the space to start, test and grow. Does the Minister agree that markets and hospitality are key to reviving our high streets, and will she meet me to discuss a national traders strategy to secure a strong pipeline for future success?
Context
Jo Platt raises the issue of markets being a vital part of local identity and economy, highlighting the need to support both market traders and hospitality businesses.
The Parliamentary Under-Secretary of State for Business and Trade (Kate Dearden)
I thank my hon. Friend for her question, and for championing the brilliant hospitality sector, businesses and markets in her constituency—I have the wonderful Halifax borough market in my constituency, so I know the importance of thriving traders to our high streets and local economies. I would be more than happy to meet my hon. Friend and hear her thoughts on how we can work together to restore pride in our high streets; our traders are vital to that, which is why our high streets strategy this year will be so important. It will look at all those areas, directly investing in our communities to ensure local businesses can thrive, high streets bustle and pride is restored to our high streets and communities.

I declare an interest as chair of the all-party parliament group on ADHD. Providers estimate that untreated ADHD could cost the economy £11.2 billion over the next decade. Will the Minister commit to ensuring people with ADHD receive the support they need to succeed? Will she work with the APPG to develop strategies helping individuals reach their full potential?
Context
ADHD providers estimate untreated ADHD could cost the UK economy £11.2 billion over the next decade due to impacts on justice, employment, education, and health.
The Parliamentary Under-Secretary of State for Health and Social Care (Ashley Dalton)
Through the medium-term planning framework published in October 2025, we set out expectations for improving access to ADHD services. We will continue to work with trusts to ensure people with ADHD or suspected ADHD receive support. I am more than happy to meet the APPG to discuss these matters further.

Leigh and Atherton has many exceptional SMEs that are driving local growth, particularly in manufacturing, engineering and construction. What steps is the Minister taking to make sure that SMEs in areas like mine receive targeted support as part of efforts to address regional imbalance and reduce reliance on our major metropolitan centres?
Context
Leigh and Atherton has many exceptional small and medium-sized enterprises (SMEs), especially in manufacturing, engineering, and construction.
The Parliamentary Under-Secretary of State for Business and Trade (Blair McDougall)
I know my hon. Friend is a great believer in Leigh and Atherton’s untapped potential, and so are we. We have launched the small business strategy, with action on late payments, action to unlock access to finance, and better, simpler support through the business growth hub. In addition to that, Leigh will receive £20 million through the pride in place programme.

As we mark ADHD Awareness Month, will the Minister outline the potential impact of the curriculum review on children with ADHD, and how that can become standard for all children with SEND, so that every child can thrive in a nurturing environment?
Context
The MP noted the Secretary of State's visit to Golborne All Saints during ADHD Awareness Month. She referenced a recent report from her constituents at a SEND roundtable.
Georgia Gould (The Minister for School Standards)
The Secretary of State was telling me just this morning what a wonderful visit she had to Golborne All Saints Catholic primary and pre-school, and about the amazing practice there. The review is looking closely at what affects children’s learning in mainstream schools, including those with SEND, ADHD and those without a formal diagnosis, making sure that every pupil can access a broad and balanced curriculum.

What steps she is taking to reduce the number of children in poverty in Leigh and Atherton constituency? Because of the lack of action from the last Government, 26.6% of children in Leigh and Atherton are living in poverty. I welcome the measures that this Government are taking, including the extension of free school meals, but more needs to be done. Can she reassure us that she is working hard on the child poverty strategy to ensure that it addresses the needs of all children in poverty, including those with disabilities and special educational needs, so that every child can reach their full potential?
Context
According to the Child Poverty Action Group, more than a third of children in Leigh and Atherton constituency are living in poverty. The previous government's lack of action has resulted in 26.6% of children being in poverty.
The Secretary of State for Work and Pensions (Liz Kendall)
We will absolutely do that. The child poverty taskforce, which includes Ministers from across Government, had a specific session on children with disabilities and special educational needs, including with families and the charities that fight so hard to deliver improvements. We are committed to ensuring that every child—no matter where they are born or their ability or what their parents did—must be given an equal start in life.

As a proud Co-op Member, I commend the long-standing campaign for better protections for retail workers. USDAW's National Retail Workers' Day, which took place this weekend, highlights the essential role that retail plays in all our communities. Will the Minister join me in thanking retail workers in Leigh and Atherton and across the UK? Will she commit to strong, visible neighbourhood policing in our towns, which is crucial to protecting them from abuse, to ensure that workers can work safely on the frontline?
Context
The question follows a campaign for better protections for retail workers, including USDAW’s National Retail Workers’ Day. The event highlights the essential role of retail in communities and raises awareness about the increase in assaults on shop workers.
The Secretary of State for the Home Department (Yvette Cooper)
I will certainly join my hon. Friend in thanking shop workers in her constituency and right across the country, who were often on the frontline during the covid pandemic. Sadly, during that period and since then, they have seen a disgraceful increase in assaults and abuse. We cannot stand for that, which is why we are not only introducing stronger neighbourhood policing—particularly in town centres—but bringing in the new law on assaults against shop workers as part of the Crime and Policing Bill. What a shame the Conservative party voted against it.

Recent figures show that sexual offences recorded by Greater Manchester police have quadrupled since 2010, with the Wigan borough seeing the most domestic abuse call-outs. Although the domestic abuse protection order trial in Wigan is welcome, more must be done to ensure that women and girls are safe. Does the Minister agree that broader societal action is needed, and can she outline how the Government will work across Departments, public services and local authorities to address this crisis?
Context
Greater Manchester police recorded sexual offences have quadrupled since 2010, with Wigan borough seeing the most domestic abuse call-outs. A domestic abuse protection order trial is ongoing in Wigan.
The Parliamentary Under-Secretary of State for the Home Department (Jess Phillips)
I absolutely agree with my hon. Friend. The Victims Minister and I chair the violence against women and girls cross-government board, which meets very regularly. It has led to our violence against women and girls strategy, which sits within that. It is an expert group that helps us on policy. It includes local government, the voluntary sector, the police and other members of civil society.

I thank the Secretary of State for his announcement this morning regarding GP services. One way that pressure is eased in our GP services is through charities such as Compassion in Action, which provides non-clinical, whole-person care in my constituency. It receives GP referrals from across Leigh and aligns with the Government’s aim to shift care from hospitals to communities. Will the Minister join me in thanking the staff and the founder, Pam Gilligan, and agree to come for a tour of the facilities and to see at first hand the impact that they have?
Context
A local charity, Compassion in Action, provides non-clinical whole-person care based on GP referrals. It aligns with the Government's aim to shift care from hospitals to communities.
The Secretary of State for Health and Social Care (Wes Streeting)
I wholeheartedly join my hon. Friend in thanking Pam and everyone at Compassion in Action for the work that they do. Working with the voluntary sector, employers, trade unions, community groups and all of us as individual citizens is vital for tackling health inequalities and improving care in our country. I would be delighted to ensure that one of the team pays a visit to the charity as soon as possible.

First, I thank the Minister for visiting Lilford in Leigh after the devastating new year’s day flooding. We had a public meeting on Saturday, and three months after those floods, residents are still struggling to get any real progress from their insurance companies, while others face extortionate premiums and excess fees. What discussions is the Minister having with the insurance industry on improving how they support residents?
Context
Following a public meeting after devastating New Year's Day flooding in Lilford, residents are facing ongoing struggles with their insurance companies, including high premiums and excess fees. This is prompting concerns about the support provided by the insurance industry to those affected.
The Parliamentary Under-Secretary of State for Environment, Food and Rural Affairs (Emma Hardy)
It was a pleasure to see my hon. Friend and see how tirelessly she was championing and supporting her local constituents after such a devastating flood. Concerns around flood insurance have been raised, so the floods resilience taskforce is setting up an insurance sub-group, through which some of its members will deep-dive into the challenges and opportunities for improvement on flood defences. If she has any further evidence that she would like me to look at, it would be very helpful to receive it.

Social enterprises contribute 3.4% of GDP, and towns such as Leigh and Atherton benefit greatly from them. Will the Minister outline what the Department is doing to support social enterprise and co-operatives so they can contribute to the growth agenda in the UK?
Context
Social enterprises contribute significantly to the UK's economy, with towns such as Leigh and Atherton benefiting greatly from their activities.
The Parliamentary Under-Secretary of State for Business and Trade (Gareth Thomas)
My hon. Friend is a great champion of the social enterprise sector. She will know that we are committed to doubling the size of the co-op and mutuals sector. We recently met the recently launched mutuals and co-op business council to begin working with businesses on our plans to expand the co-op and mutuals sector. She may also be aware that our social enterprise boost fund is currently spending some £4 million on helping to support social enterprises that are already up and running.

Can the Minister reassure me, and SMEs such as WJ Structures and Rothwells Paper in my constituency, that this Government will take steps to simplify the process, thereby keeping the pound local instead of contracts going to multinationals?
Context
SMEs such as WJ Structures and Rothwells Paper in the questioner's constituency face challenges with government procurement processes, potentially leading to contracts going to multinationals instead of local businesses.
Georgia Gould (Minister for Civil Society)
We are setting ambitious and stretching targets for direct spend on SMEs, reviewing our framework contracts to ensure they are more accessible to SMEs, and using AI to streamline procurement. The Procurement Act 2023 aims to remove some of these challenges.

Groups such as Action for ME and Long Covid Support tirelessly advocate for improved care for over 2 million people living in the UK. How will the Minister ensure that NHS reforms deliver timely diagnosis, effective treatment and long-term support for those affected?
Context
The MP highlights the need for improved diagnosis, treatment, and support for those affected by long covid.
The Parliamentary Under-Secretary of State for Health and Social Care (Andrew Gwynne)
My hon. Friend raises a really important point. NHS England is due to complete a stocktake of long covid services throughout England at the end of this month. That will provide an accurate in-depth overview of not only long covid services but ME/CFS—myalgic encephalomyelitis/chronic fatigue syndrome—services. The stocktake will provide a comprehensive and accurate national picture, identify key challenges and make strategic recommendations for future service improvement, development and assurance.

Individual artists in Leigh and Atherton struggle to access funding. How can funding reach these grassroots artists, empowering them to play a central role in growing our local economy?
Context
Many individual artists face difficulties in accessing funding streams, which impedes creative growth at the grassroots level.

Does the Minister agree that proper embedding of social value is crucial for delivering positive change through procurement? What steps will she take on this front?
Context
MP noted the potential of public procurement to drive positive change, especially given past financial challenges.

What steps he is taking to reform public procurement. Under the previous Government, there was significant waste and inefficiency. How will this be addressed?
Context
MP noted concerns about waste, inefficiency, and cronyism in public procurement under the previous government.
Georgia Gould
We are ending waste and cronyism by bringing forward a new national procurement policy statement under the Procurement Act 2023, which will deliver a mission-led regime focusing on value for money, economic growth, and social value. Steps have been taken to cut wasteful consultancy spending and appoint a covid counter-fraud commissioner.

The Wigan & Leigh short film festival, which took place last month, was once again extremely successful. It is a fantastic opportunity to gather like-minded creative individuals from the local area to celebrate and showcase up-and-coming talent from around the world. I wholeheartedly welcome the Government's announcement of tax reliefs to create jobs and boost our creative industries—

Will my right hon. Friend outline the potential for collaboration among support agencies to better manage the complex nature of these offences?
Context
Residents in Leigh face persistent antisocial behaviour fuelled by drugs and alcohol abuse.
Diana R. Johnson
I thank my hon. Friend; how nice it is to see her back in her place in this House. Of course, collaboration will be key to tackling antisocial behaviour. In line with our manifesto, we will be introducing powerful new respect orders, giving the police greater powers to get persistent antisocial offenders off our streets. We will also introduce zero tolerance zones through a form of expedited public space protection orders, to prevent antisocial street drinking or local drug dealing, for example, from blighting particular areas.

Transport Connectivity: North-west England
19 March 2025
Responding: Simon Lightwood
Main Concerns
['The lack of efficient transport links in Leigh, including social isolation due to poor connectivity, limited infrastructure, and an overreliance on cars. The A580 East Lancs Road struggles with congestion, and the town ranks in the top 1% for transport-related social exclusion. Poor public transport means residents are unable to participate in routine activities.']
Specific Asks
['Calls for better transport systems and new road networks that boost economic productivity and ensure fairness and opportunity for all. Specifically, it is time to make the case for a Metrolink connection to Leigh and improved train frequency, better station accessibility, increased capacity at station car parks, and expanded park and ride facilities.']

- - Activity quantity doesn't measure quality or effectiveness of representation
- - Some MPs focus more on constituency work than parliamentary questions
- - Newly elected MPs will have less parliamentary history
