My constituents are plagued with endless disruption and roadworks from Thames Water, which is leading to disruption for motorists, delays in public transport and, in some cases, serious safety concerns for cyclists. Does the Secretary of State agree that such infrastructure works should be properly monitored and inspected so that they are carried out effectively and efficiently—and, frankly, so that our constituents can see some benefit at the end of the disruption?

Under the last Government, we saw water infrastructure crumbling, but this Government are getting a grip of the water system. We are moving away from the “fix on failure” system that we inherited to one that includes proper maintenance and resilience standards to get ahead of problems. I hope that will mean less emergency work, and therefore less disruption for my hon. Friend’s constituents.

Does the Secretary of State agree that an industry-level offer of resources and training at that stage in education is vital if we are to have thriving science, technology, engineering and mathematics sectors?

Yes, I do. That is why this Government are expanding high-quality apprenticeships and technical pathways, such as the ones on offer in my hon. Friend’s constituency. We are investing £725 million to deliver more apprenticeships for young people and rolling out new apprenticeship units in priority areas such as engineering, alongside a £150 million partnership with mayors to connect young people to local opportunities. We are giving young people the skills, hope and opportunities they need to build a better life. That is what this Labour Government are all about.

Why has the government’s programme failed to recognise the impact on organisations across Bristol South? There is growing concern about settler violence on the west bank. Churches in my constituency have raised that concern, and have particularly highlighted the attacks on the Christian community, which is small and often overlooked. May I ask the Second Church Estates Commissioner, via the Leader of the House, to use the role of the Church Commissioners to ensure that this issue stays on the agenda and in the public eye, so that this community and what is happening to it is not forgotten, either in Parliament or in the wider world?

I certainly will do that. The Archbishop’s delegation also visited the west bank, where he met Christian Palestinian families affected by settler violence and faced a tense stand-off with armed settlers before being ordered to leave by the Israeli police. We must not lose sight of Gaza and the west bank. The ceasefire is not peace. Land disputes are rising in frequency. Ancient olive groves are being uprooted, and in Gaza food, fuel, medicine and aid remain critically short.

I thank the Minister for joining me at Curwen primary school in Plaistow recently to see its excellent early years education work. He heard from parents about the struggles they often face as a result of serious economic and housing hardship. Will he assure my constituents that the Government will look at communities like mine, where housing and poverty create serious challenges for families, to ensure that all children, no matter their circumstances, get the best possible educational start in life?

I thank my hon. Friend for our excellent visit to Curwen primary school last week, where I saw excellent work on supporting children’s speech and language to deliver for some of our most vulnerable children and families. Our spending review commitments are a downpayment on the child poverty strategy to build on expanding free breakfast clubs and free school meals, boost the national minimum wage and cap universal credit deductions through the fair repayment rate.

I recently visited Keir Hardie primary school in Canning Town, which has been involved in a scheme run by Disney that ended up with 42 of the children performing in “The Jungle Book” in the west end. The children are now absolutely enthused by the idea of performance and theatre, and the teachers tell me that their concentration is better, their confidence is better and they are showing benefits in their academic work. Does the Secretary of State agree that as well as the benefits of access to theatre, there are clearly academic benefits too? We need to see more opportunities like this, particularly in constituencies like mine, where circumstances often mean that children do not get access to this kind of thing.

I pay tribute to my hon. Friend and throw the Government’s full weight behind the work he is doing to support this area? I have seen it for myself at Shakespeare North in Knowsley, where young people are developing communication and oracy skills that they would not otherwise have had, through the amazing work that those institutions do. That is why this Government are determined to turn around the appalling legacy that we inherited from the last Government.

I raised the al-Ahli hospital at the end of last year, when it suffered quite a lot of damage. The situation has deteriorated rapidly since then. I understand that the hospital, as my hon. Friend outlined, has suffered further damage, including the loss of its emergency room. Given it is one of the few functioning hospitals left in Gaza, does my hon. Friend agree that it is vital that it stays open? Given it is one of the oldest hospitals, operating for almost 140 years, its loss would be an absolutely damning indictment of the disregard for the medical facilities, and for the health and lives of the Palestinian people.

My hon. Friend is absolutely right. The diocese of Jerusalem has informed us that the hospital continues to provide critical medical services—but only just. Food, fuel and medical supplies are critically low due to Israel preventing aid from getting into Gaza. The Church Commissioners repeat the diocese’s urgent calls for a renewed ceasefire, and the establishment of safe and sustained humanitarian corridors. I urge the Foreign, Commonwealth and Development Office to pressure Israel to allow in fuel and vital medical supplies.

Following the visit of the Minister for Secondary Care to my constituency where she saw the pressures at Newham hospital A&E due to past government policies and population growth, can the Secretary of State reassure constituents about longer-term infrastructure planning to future-proof against further population growth as we regenerate brownfield sites in the Royal Docks?

We have seen increasing settler violence in the west bank, and Palestinian Christians were restricted and prevented from worshipping over Easter. I ask my hon. Friend to use her good offices to encourage the Church of England to do all it can, including working with other Churches and across faiths to protect the rights of the Palestinian people and ensure freedom of worship across all faiths in the face of increased harassment and violence.

We can all agree that the mass atrocities in Gaza and the attacks on civilians in the west bank have been repeatedly raised at Church Commissioner questions—indeed, by my hon. Friend on previous occasions. I have written to my right hon. Friend the Foreign Secretary on this issue. I can assure my hon. Friend that bishops of the Church of England have regularly visited Palestine to hear from Christians on the ground, but it is clear that to see an end to military and settler attacks on Palestinian worshippers, we need to see an end to occupation. The Church was deeply concerned that worshippers were restricted from worshipping during the Easter period.

One of the challenges facing people who are moving to electric vehicles is the charging infrastructure, particularly in inner cities. Local authorities have worked to try to help that, but they have limited resources. My old team at Newham council did a deal with Uber to supply 400 on-street charging units. Does the Minister agree that that sort of partnership using public sector actors with private finance could help resolve the issue? Could the Government look at ways they could work with local authorities to secure those public-private partnerships?

Given the humanitarian crisis and need for medical aid in Gaza, especially as winter approaches, will the lack of a ceasefire lead to further suffering and deaths?
Context
Following the initial question, concerns were raised about the progress made towards a ceasefire in Lebanon but noted that this does not extend to Gaza. Without such an agreement, allocated funds for medical aid cannot be used effectively.

We welcome the ceasefire arrangements between Israel and Lebanon but need a ceasefire in Gaza. The community there is reliant on the Anglican Al-Ahli hospital for healthcare. It sees more than 1,000 emergency patients daily and has had to use non-medical spaces as wards due to destruction by Israeli forces.

The Anglican-run Al-Ahli hospital has remained operational despite facing huge difficulties, thanks to the dedication of its hard-working staff and the leadership of its director, Suhaila Tarazi. Last week, it was announced that the hospital is to receive £3.4 million of support from the UN Development Programme as well as the Palestinian American Medical Association.

Recently, I hosted a briefing with PETA discussing the use of animals in drug and other product research. They presented strong evidence that such practices are unnecessary. Will the Secretary of State ensure we no longer experiment on animals and adopt alternative methods for product development?
