Prestatyn justice centre and its hard-working staff provide a vital service to my constituents, but on a recent visit it was clear that the building needs investment. Can the Minister update the House on what the Government are doing to repair and modernise our court estate, and will she look at what can be done to support our facility in Prestatyn?

My hon. Friend is right that the Prestatyn justice centre is a valuable facility for her community. We have a number of projects in the pipeline for Wales. Obviously we must prioritise those court buildings that are most in need and where there is most disrepair so that we can bring them back into use, but I am happy for her to write to me about that particular case.

Some 71% of people in the youth justice system have a speech and language need that may impact on their ability to access justice, but only a tiny fraction of those young people have received any speech and language support. How is he working across Government—particularly with the Department of Health and Social Care and the Department for Education—to prevent those vulnerable young people from being disproportionately drawn into the youth justice system?

I am pleased to say that the proposed SPS agreement has been welcomed by the Welsh farming community, including those in my constituency of Clwyd East. That is alongside the Ulster Farmers Union, the Federation of Small Businesses, the CBI, the Horticultural Trades Association, supermarkets including Asda, M&S and Iceland, and many others. Does the Secretary of State agree with me and with them that an SPS agreement would bring huge benefits for Wales, Northern Ireland and the rest of the UK?

It certainly would. It is a rare agreement that invites so much praise, certainly across the range of opinion in Northern Ireland. We all want to see it progress as quickly as possible, so we have got to turn it into a legal text and sort out our own legal rulebook. The benefits will then flow for businesses right across the United Kingdom.

I commend the Secretary of State for seeing the need to reform our energy sector, given that people across north Wales are currently paying some of the highest energy bills in the country. Will he assure me that any proposed alternative to the current energy model will not put any one nation or region at a relative disadvantage?

Since the election, over £40 billion of investment has been announced in clean energy, creating good jobs with good wages. By 2030, the industry could support hundreds of thousands of new jobs. We will soon publish our clean energy workforce strategy which sets out where and how we deliver these future jobs. The risk is that voting for the Conservatives or Reform would jeopardise all those jobs. Does the Minister agree this is not a time to hold back but invest in green energy to tackle climate change, secure our energy supply and provide skilled jobs for constituents in Clwyd East?

A proud industrial heritage, a strong community spirit and an overwhelming feeling of being let down and under-invested in by the previous Conservative Government unite towns in my constituency with those across Scotland, including those in Hamilton, Larkhall and Stonehouse. In Wales, Labour’s transforming towns programme has invested in Holywell in my constituency. Will the Secretary of State join me in calling on the SNP to U-turn and finally back Labour’s plans to invest in Hamilton town centre?

What a wonderful representative my hon. Friend is for her constituency. I could not agree more. The SNP candidate is yet to explain to voters in Hamilton, Larkhall and Stonehouse why she voted against the much needed £8 million investment in Hamilton town centre. I hope she will explain before tomorrow’s vote. If she does not, everyone should back Labour’s Davy Russell.

I welcome the launch of the Women’s Justice Board, which is intended to reduce the number of women in our prisons, cut reoffending and better support our children. Will the Minister work with organisations from across the country, including North Wales Women’s Centre, to ensure not only that their voices are at the heart of the work going on, but that they have the resources and support needed to support the most vulnerable in our society?

I pay tribute to women’s centres across the country such as that in north Wales for the excellent contribution that their work makes. I agree that short custodial sentences can be problematic; they exacerbate women’s underlying needs without allowing time for rehabilitation, and they separate mothers from children and mean that women are more likely to reoffend. That is why the Women’s Justice Board—I am grateful to my hon. Friend for welcoming it—aims to increase the number of women supported in the community. The board will also look at how we can better support mothers with young children.

Does the Home Secretary agree that rather than writing off such offences as low-level and leaving communities to deal with them alone, we must prioritise neighbourhood policing and give officers the powers they need to tackle antisocial behaviour head-on? In Prestatyn, the recent work of North Wales police has led to positive youth engagement and criminal charges.

My hon. Friend is exactly right; when town centre crime gets out of control, it impacts local businesses and communities badly. We are bringing in respect orders under which repeat perpetrators can be banned from town centres, and setting out plans to have 13,000 more neighbourhood police and police community support officers on our streets.

Farmers in Clwyd East continue to raise concerns with me about trading barriers with the EU. They feel that the current arrangements disadvantage them, and that not enough has been done since we left the EU to facilitate trade between British farmers and EU countries. Will the Minister outline what steps his Department is taking to remove those barriers and get a better deal for the farming community of Clwyd East?
