The world is becoming more dangerous every single day. The Ministry of Defence has said that it needs an extra £28 billion to keep us safe. Well, I know where the Prime Minister can find it: stop this nonsense Chagos islands surrender policy, and spend that money on protecting the United Kingdom. Will the Prime Minister commit to that, or will he continue to put the interests of foreign Governments and countries above our own?

This is my ninth question about the asylum hotel in my constituency, and I am still waiting for a clear answer. The Prime Minister said yesterday that we would see “evidence” of hotels being closed soon, but plans to move asylum seekers into new council housing would solve nothing and be an insult to millions on the waiting list. My constituents want the asylum hotel in my constituency of Broxbourne closed immediately. Will the Minister meet me to explain how and when this asylum hotel will close?

I will happily answer the hon. Gentleman’s question directly, but he is a little confused about the question he is asking. The code of practice from the EHRC is about adults; it is not about schools. On the particular question of the code of practice from the EHRC, we received it at the start of September. It is a 300-page-plus document. We are considering it carefully. I required further material from the EHRC, which was provided only last week. It is utterly baseless to suggest that there is any going slow on what is a sensitive and important area that we must get right.

In Broxbourne, we were meant to be seeing the £700 million Sunset Studios project, which is now sadly not going ahead, in part due to the national insurance increase, new employment regulations and this Government’s handling of the economy. Is that what the Government mean by supporting the film industry?

The Government recognise the importance of ensuring that new housing development is supported by appropriate infrastructure. The revised national planning policy framework, which we published last year, included changes designed to improve the provision and modernisation of various types of public infrastructure. Gentleman is well aware, we are also committed to strengthening the existing system of developer contributions to ensure new developments provide the necessary infrastructure that communities such as his expect.

The Government say that foreign national offenders make up 12% of the prison population. Can the Secretary of State tell me when that number will be zero?

What I can tell the hon. Gentleman is that this Government have made faster progress than the previous Government on the deportation of foreign national offenders from our prisons, with numbers that are over 20% higher than the same time last year, and we will keep moving forward.

I draw Members’ attention to my entry in the Register of Members’ Financial Interests. Hertfordshire currently receives the third lowest special educational needs and disability (SEND) funding in the country, despite the number of children in the county with education, health and care plans growing by 223% in the last decade. What steps is the Minister taking with her Cabinet colleagues to create a fairer funding system that ensures that all children, wherever they live across the country, can have the funding they need to support their education?

Will the Minister demand that utility companies do everything in their power to get roads open as quickly as possible, particularly when they have dug them up under the emergency procedure?

Absolutely. There can be legitimate reasons why works are sometimes left unoccupied—for example, when they are waiting for materials to cure or gas to vent—but I take the hon. Member’s point, particularly where utilities are using emergency procedures unnecessarily. We have examined Street Manager data and spoken to industry representatives and found no evidence of misuse. None the less, given the number of urgent works—which are, of course, not unrelated to the appalling state of our roads left by the previous Government—we will see what more can be done to ensure that these works are managed and communicated to road users properly.
