The report discusses the third statutory review of the Pubs Code and Pubs Code Adjudicator, which covers the period from 1 April 2022 to 31 March 2025. The review found the Code to be operating consistently with the principles set out in the Act, but there are concerns with tenants’ ability to access MRO gateways and POBs believe MRO hinders their ability to invest. The Government plans to develop proposals for additional MRO gateways and further opt-out provisions. The PCA has been broadly effective but there are areas for improvement, and an independent review of the PCA will be considered.
