Opened the debate
The quality of education in my constituency is crucial, especially given the challenges faced by young people there. Two local secondary schools, Whitby High School and Ellesmere Port Catholic High School, received poor Ofsted ratings despite their historical achievements and positive progress. The headteachers were shocked and felt unfairly treated during these inspections, leading to concerns about the reliability and consistency of Ofsted's processes. The lack of an effective way for schools to challenge unfair inspections is a significant issue, as it can negatively impact staff morale and lead to teacher resignations. Moreover, the high-stakes nature of inspections may hinder school improvement by prioritising quick fixes over sustainable development. I urge the Minister to consider these widespread concerns and introduce a system that supports legitimate challenges.

I reinforce concerns about Ofsted's reliability, which have been raised by headteachers in my constituency, including those from 'outstanding' schools.
Government Response
I congratulate Justin Madders on raising these important concerns. Since 2010, the Government has worked to improve academic standards in schools, introducing measures like the English Baccalaureate. Ellesmere Port Catholic High School received an inadequate rating and is being considered for conversion into a sponsored academy by identifying a strong sponsor with the diocese of Shrewsbury and local authority. Whitby High School was found to require improvement but is receiving support. Ofsted's role in assessing school performance remains crucial, although rare incidents are reviewed through their quality assurance process. The Government offers various programmes like maths hubs, computing hubs, and emergency improvement funding to support schools needing improvements. Over £155,000 has been provided for two local schools in Ellesmere Port. While the Minister acknowledges the concerns raised about Ofsted's practices, he emphasises that support is available when a school requires improvement.
