The governance of English football is broken, with financial disparities between rich clubs and poor ones leading to unsustainable business models. The Football Association's outdated structure and lack of decisive leadership have resulted in issues such as club closures, misuse of emergency funding, and negligence towards player welfare. An independent regulator would distribute funds fairly, introduce a licensing system for professional clubs, review causes of financial stress, reform the FA, work with supporters' groups to advance their causes, and promote diversity and inclusion. This approach has been successfully implemented in France, Spain, and Germany.
