Opened the debate
Liam Fox, MP for North Somerset, introduced his Down Syndrome private Member’s Bill and then discussed the railway extension to Portishead. He emphasised that this project is not like HS2 but a minor infrastructure addition covering only around 1.3 miles of track. It aims to improve public transport in an affluent growing town, alleviate traffic congestion on overcrowded roads, and address labour shortages by providing better transport links. Fox expressed frustration over delays caused by bureaucracy, noting the Secretary of State's decision to extend the statutory deadline for the application to April 2022 due to fears of a judicial review from environmental groups opposed to reopening the line. He also highlighted that further information on carbon budgets was requested, affecting the timeline and costs. Fox stressed the scheme’s alignment with government policies on environment, public transport, and economic opportunity, urging for a positive DCO decision by 14 January 2022.

Government Response
Andrew Stephenson, MP for Weaver Vale, congratulated Liam Fox on his Down Syndrome Bill and the debate. He acknowledged that Fox has been a long-standing advocate for restoring the rail link to Portishead. The Minister emphasised that the project is part of MetroWest and enjoys Government funding support of £31.9 million. Stephenson explained the process involved in obtaining a development consent order (DCO) application, noting delays due to environmental considerations such as clearing vegetation along the Avon gorge woodlands SAC. He highlighted that decisions must be unbiased and comply with all necessary processes and legislation to avoid legal challenges. Although he cannot comment on the pros or cons of the proposal given its current status, Stephenson assured Fox that the Department is working hard to ensure a decision can be made ahead of the extended deadline of 19 April 2022. He reiterated the Government's commitment to improving rail services in Bristol and promised ongoing support for developing the business case.
