Opened the debate
As chairman of the all-party parliamentary group on zoos and aquariums, I am proposing this Bill to introduce a system of penalty notices for animal welfare offences. This would sit between warning letters and criminal prosecution, providing a fairer and more effective alternative to the current EU cross-compliance scheme. The aim is to improve behaviour through proportionate financial penalties of up to £5,000, enhancing public health, animal welfare, and national herds/flocks protection.
