The Government’s transport Bill is a missed opportunity to drive forward transformational change and set an agenda for the future. The paucity of ambition shown in the Government's programme is embarrassing, with no mention of decarbonising the rail network south of the border or investing in active travel. There are inconsistencies in VAT rates on electric vehicle charging points which penalise less well-off individuals. The UK needs to learn from Scotland’s spending plans for active travel and invest more heavily in it. Rail operations need political will and ambition, but the Government's track record since 2010 does not inspire confidence.
