How the Debate Unfolded
MPs spoke in turn to share their views and ask questions. Here's what each person said:
Government Statement
The UK Health Security Agency has issued a level 4 heat health alert for much of the country, with temperatures forecast to reach low 40s°C and potentially breaking the current record of 38.7°C from 2019. The minister chaired multiple Cobra briefings to coordinate Government preparations and thanked colleagues in devolved Administrations and local resilience forums for their efforts. A comprehensive public communications campaign was launched, involving the UK HSA, Met Office, Department of Health and Social Care, Chief Medical Officer Professor Chris Whitty, and Deputy CMO Dr Thomas Waite. The NHS has ensured operational capacity is available, with more than 2,400 call handlers for 999 services, an increase since September last year. While heatwaves are not new, the Government acknowledges adapting to unprecedented temperatures and increased frequency due to climate change. Over three decades, UK emissions have decreased faster than any other G7 country, and net zero was enshrined in law during a Conservative government's tenure. About 40% of power now comes from renewables, and the UK helped over 90% of countries set net zero targets during COP26.

Question
The MP questioned the seriousness of the Government's response to the heatwave emergency, asking about practical support for NHS, care homes, schools and financial resources provided. She inquired about Cobra meetings attended by the Prime Minister, implementation of adaptation recommendations from the Committee on Climate Change, maximum workplace temperature limits for legal protection against high temperatures, and opposition to new oil and gas licences in the North Sea.
Minister reply
The minister emphasised ensuring smooth operation through the next 36 hours, noting strong local resilience forum coordination. He stated that all guidance and support is being disseminated effectively across schools, hospitals, police forces, and other relevant bodies, with robust cooperation from devolved Administrations. The minister acknowledged the global nature of the heatwave affecting Europe and emphasised UK leadership on climate change discussions internationally post-COP26. He highlighted efforts to transition towards a cleaner energy future through initiatives like the Energy Transition Council while balancing the need for reliable domestic energy supply.

With forest fires across Europe and temperatures set to exceed 40°C, what more evidence do we need that the climate emergency is here? Yet the Government are still building new homes prone to overheating and not investing in a proper retrofit strategy. When will this Government take climate change seriously?
Minister reply

Employers already have an obligation to maintain temperatures at a reasonable level for the circumstances. This varies from workplace to workplace, as the hon. Gentleman knows as a working man. There is room for improvement in work and employment regulation but the law is specific about where responsibility lies.
