Stephen Metcalfe introduced a Bill to require the provision of automated external defibrillators (AEDs) in all new housing developments with ten or more dwellings, along with funding for maintenance for ten years post-installation. He cited existing debates and bills on AED availability, emphasising that most out-of-hospital cardiac arrests occur at home. Metcalfe highlighted the importance of proximity to defibrillators when cardiac arrest occurs, noting that survival rates decrease by 10% for every additional 100 metres away from an AED. He also stressed the critical role of maintenance and funding for continued effectiveness.
