I congratulate the hon. Member for Dundee West on securing the debate and on his eloquence in putting forward the case for human rights in Palestine, acknowledging that he only put one side of the story. He hopes to be able to put the other side of the narrative in the next few minutes. There are reports that LGBT people, women and girls, young people, journalists, and critics of the Palestinian Authority have all been abused in Gaza and the west bank. In Israel, there is a free press and freedom of speech, but this does not occur in Gaza and the Palestinian territories where journalists are often attacked just for criticising the PA. Mujahed Tabjana was detained after publicly criticising the PA and recounted being beaten on arrival and placed in stress positions for many hours. Gender-based violence and honour killings are encouraged in the west bank and Gaza, women do not have the same rights or protections as men, and there is no protection against domestic violence for them. In 2022, Gazan authorities prevented sisters from pursuing domestic violence complaints through the courts by impeding them from accessing a prosecutor to testify on their behalf in court. Palestinian security forces have a terrible record of beating and torturing detainees in interrogation centres despite tens of millions of pounds of British taxpayers’ money spent on training them.

I am grateful to the hon. Member for Dundee West and the Backbench Business Committee for securing this debate, highlighting that conditions in the occupied Palestinian territories are the worst they have been for nearly 20 years due to the new far-right Government in Israel. There have been 98 Palestinians killed this year—17 of them children—and 17 Israelis. MAP says 2,560 Palestinians have been injured so far this year and there have been 260 settler attacks against Palestinians and their properties. Medical Aid for Palestinians, Lawyers for Palestinian Human Rights, Defence for Children International, and others have briefed the debate, mentioning that thousands of children are imprisoned in Israeli prisons which is a breach of international law. A quarter of Palestinian children are detained in solitary confinement for an average of 16 days but sometimes up to 40 days, being practised on a widespread basis as a form of torture. Gaza has about 2.2 million people under occupation with 50% unemployment and 60% of people relying on food aid, growing up in abhorrent conditions. The apparatus of occupation for 56 years controls every aspect of the daily lives of Palestinians through home demolition, forced displacement, illegal settlement construction, movement restrictions, arbitrary detention, and systematic discrimination.

Ms Drummond thanked the hon. Member for Dundee West for bringing forward this important debate and declared an interest as she had visited Israel and Palestine in 2016 with other MPs. She focused on the detention and imprisonment of Palestinian adults and children from the Occupied Palestinian Territories, criticising the use of military courts which have a near-perfect conviction rate against Palestinians while settlers receive civil court protection. She cited international law stipulations that military laws should be temporary but noted Israel's policy has existed for 56 years. Ms Drummond detailed how military orders provide extensive regulation over Palestinian life and highlighted detention without trial, where Palestinians can be held up to six months under administrative detention orders. She described the harsh conditions and practices faced by detainees, including blindfolding and solitary confinement, which violate international conventions. She also focused on child detainment, noting that Israel is the only country systematically prosecuting children in military courts. Ms Drummond urged for immediate changes to ensure Palestinian children receive protections equivalent to those of Israeli children.

The hon. Member for Ilford South commended the debate and highlighted the current situation in Palestine, where Palestinians are subject to violence from illegal settlers and state-sanctioned forces under an extreme Israeli Government. He mentioned the death of Rabbi Leo Dee's family and expressed concern over the number of Palestinians killed by Israeli forces this year, which is three times higher than last year. The UN reported 151 Palestinian deaths in 2021, with 35 being children. Settler violence has also increased, with 260 recorded attacks since January. Tarry noted that his constituents are deeply concerned about the abuse of Palestinians' human rights and ongoing violence. He recalled a visit to Palestine in 1999 when optimism for peace was high but now sees the harsh reality of occupation. We must send a clear message from this House that the spiral of violence has to stop. The Government should be calling out the root cause, which is the radical spread of settlers illegally through the west bank. My constituents are very clear about five things this Government need to do: implement a ban on settler goods; ensure there are no trade deals with Israel until it demonstrates a fundamental respect for human rights; ban weapons sales unless there is a strong regime supporting human rights; use UN mechanisms for delivering accountability; and recognise the state of Palestine.

Since the formation of the far-right Israeli Government, we have seen opposition spilling out across civil society in the region. We heard the Minister say earlier that he was totally at one with the need for adherence to international law. The Israeli newspaper Haaretz has concluded that Netanyahu’s far-right Government are moving towards a formal, full-fledged apartheid regime. Israel automatically and systematically prosecutes children in military courts lacking fundamental fair trial rights and protections. It is high time Ministers looked at impactful options available to them: recognise the state of Palestine; impose economic sanctions on illegal settlements; revoke the statement on the investigation of Israeli war crimes by the International Criminal Court; push for an international peacekeeping mission.

The violence over the last few weeks has been sickening, leading to a deterioration in the peace process. The new Israeli Government includes figures such as Itamar Ben-Gvir and Bezalel Smotrich who have made deeply racist remarks. Settlements like E1 make a two-state solution less likely. We must be clear about our stance on international law and oppose Israel's opposition to International Criminal Court’s investigation into crimes in the West Bank. Recognition of Palestine could provide hope for peace.

Israel has elected an extreme Government that poses a threat to judicial independence and deepens illegal military occupation in Palestinian territories. The new Finance Minister, Bezalel Smotrich, said there is no such thing as a Palestinian nation, which is chilling. There have been numerous deaths of Palestinians and Israelis this year with 150 Palestinians killed in the West Bank and East Jerusalem and 30 Israelis killed. I witnessed human rights abuses against Palestinians during my visit to the Occupied Palestinian Territories in 2016 including illegal settlements, military courts where children are tried in a language they don't understand, and families facing eviction from Israeli settlers.
