Opened the debate
The Member for North East Bedfordshire, Richard Fuller, raised concerns about the problems homeowners face regarding estate management and service charges. He highlighted that freehold service charges can cover a variety of services on housing estates, but there is often no clear notification to home buyers about their future liabilities. Homeowners frequently struggle with unclear bills, lack of information, inadequate legal challenge rights, and weak regulation or oversight of management companies. The debate was supported by local councillors and residents' associations who have documented instances of excessive administrative fees and poor accountability practices. Mr Fuller also addressed historical commitments from the Government to introduce legislation but stressed the importance of following through on these promises.

Government Response
Minister Rachel Maclean responded affirmatively to the issues raised, reiterating the Government’s commitment to introduce legislation that would provide freehold homeowners with rights similar to those of leaseholders. This includes challenging service charges and appointing new management companies through property tribunals. The Minister confirmed there will be no dilution of commitments and expressed readiness to meet with MPs to discuss further details. She also noted the intention to include such measures in future legislation, when parliamentary time allows. Additionally, she committed to making it clear on gov.uk what obligations these estate management companies should adhere to.
