The Department closely collaborates with rolling stock owners and train operators to understand the timing for new and refurbished trains, ensuring a steady flow of work for UK manufacturers. The current fleet's average age is 17 years out of a lifetime of 35-40 years, leading to natural peaks in procurement cycles. Since 2012, over 8,000 new vehicles have been procured for the Great British mainline railway. Passenger travel habits have changed post-pandemic, affecting revenue on railways and impacting companies like Alstom, which is currently consulting its unions due to potential job losses. The Government have met regularly with senior management at Alstom and convened a cross-Whitehall group to explore ways to support continued production in Derby. Despite competitive market conditions, substantial demand for new trains remains expected, evidenced by recent orders from LNER and TransPennine Express, with further major contract awards anticipated between late 2024 and early 2025.

The shadow Minister emphasised the urgency for immediate plans to expedite the bidding process for new contracts, citing the critical role of Alstom's Derby factory in maintaining UK rail manufacturing industries. Without urgent action, skilled jobs and supply chain positions could be lost, leading to offshoring of train manufacturing to North America, South America or Southeast Asia. Morris highlighted that the current contract on the Elizabeth line will expire in six weeks, raising concerns over future orders from Alstom’s factory. Urging the Government to decide now on how and where trains should be made, he stressed the importance of retaining jobs and preventing two supply chain companies from going into liquidation due to uncertainty.
