Opened the debate
Mr Tan Dhesi, the Member of Parliament for Slough since 2017, initiated an Adjournment debate on the western rail link to Heathrow. He highlighted the significance of this project in connecting constituents from the Thames Valley region and beyond with Heathrow airport via Great Western Railway’s network. The proposed four-mile rail link would facilitate direct access to Heathrow for travellers, eliminating the need for a journey through London Paddington. Dhesi expressed gratitude towards stakeholders such as Heathrow Airport Ltd, Transport for London, Network Rail, and others who have been instrumental in advancing this project over several years. He emphasised that this initiative is not merely regional but national in its impact, contributing to economic growth across the UK. Furthermore, he acknowledged the environmental benefits of reducing carbon footprints by encouraging public transport use over car travel.
He thanked Mr Dhesi for his leadership and support within the APPG.
He highlighted the economic benefits of the project, particularly in reducing journey times and improving access to Heathrow airport.
Government Response
The Minister for Transport, Huw Merriman, congratulated Mr Dhesi on securing the debate and expressed support for the scheme. He highlighted Heathrow’s global connectivity and economic significance, noting that it is ranked as the second busiest airport in the world for international passengers. The Government remain supportive of airport expansion within environmental obligations, and improvements such as Elizabeth line services are being made to enhance surface access connections. Merriman addressed the western rail link proposal, acknowledging its potential benefits but emphasising that any government funding would be contingent on significant third-party financial contributions. Given changes in travel patterns following the pandemic, officials continue to work with stakeholders to update the business case for the scheme. The Minister committed to reviewing updates later in the year and reaffirmed the Government’s ongoing investment in rail infrastructure despite challenges posed by the pandemic and fiscal constraints. Merriman invited Mr Dhesi to meet him to discuss timelines and requirements for private sector financing, emphasising a collaborative approach towards delivering the project.
