Opened the debate
Mr Francois moved a Bill to make provision about the regulation of roadworks, aiming to tackle overrunning roadworks by giving local highways authorities stronger powers to control permits, mandating highway authorities to take all practicable steps to deconflict roadworks in their areas, and increasing fines for overrunning roadworks. He highlighted that Essex county had over 77,000 street and roadworks during the 2021-22 financial year, making it the most dug up county in Britain.

Mr Francois emphasised that his Bill would give local highways authorities stronger powers to refuse permits on grounds of unacceptable disruption, mandate highway authorities to take all practicable steps to deconflict roadworks in their areas, increase fines for overrunning roadworks up to 10% of annual corporate turnover, and suggested the wider application of lane rental as a solution.
