Opened the debate
The MP highlighted a serious issue involving the MV Ruby, where around 300 tonnes of ammonium nitrate were dumped into the sea about 12 miles off Great Yarmouth. He criticised the decision-making process and accused various organisations of bad practices leading to environmental damage. The elected representative was excluded from all communication and decision making regarding this operation on November 16, 2024. Rupert Lowe stressed that the Health and Safety Executive (HSE) played a significant role in the outcome and called for an official parliamentary inquiry.

Government Response
The Minister defended the Government’s actions, stating that MV Ruby left Great Yarmouth on December 1 with no contaminated cargo. The vessel had entered UK waters after a storm in August and posed potential risks to navigation safety and crew welfare. The Department ensured adherence to safety regulations while supporting the ship's management company in identifying a suitable port for repairs. Upon identification of potential contamination, HSE conducted risk assessments and coordinated with relevant agencies. The disposal of potentially contaminated cargo was done following thorough environmental and safety evaluations by experts from various organisations. The location chosen for dumping was deemed least harmful to marine life. The Minister thanked officials, the captain, and crew for their diligent work, concluding that the episode concluded safely and successfully.
