The green homes grant voucher scheme, introduced in July 2020, aimed to contribute to the goal of net zero carbon emissions by 2050. However, issues arose from incorrect installation of spray foam insulation, leading to significant damage in timber-framed roofs and difficulties for homeowners selling their properties. Homeowners have reported problems such as condensation causing decay and dampness. The speaker called for a cross-departmental strategy addressing these issues, including compensation schemes, regulation of removal companies, and tackling mortgage providers' blanket bans on homes with spray foam insulation.
Government Response
The Minister acknowledged the concerns raised regarding spray foam insulation within the Green Homes Grant Voucher Scheme and emphasised the Government's commitment to ensuring proper consumer protection and redress. She mentioned that progress has been made with industry collaboration, including the publication of guidance documents such as a consumer guide, installer code of practice, inspection protocol, and training for surveyors in 2023. The Minister stated that while some lenders previously had blanket policies against spray foam insulation, most now consider it on a case-by-case basis. She noted that homeowners should contact their installer or use the TrustMark dispute resolution process if products were installed incorrectly. The Government is committed to reviewing the consumer protection framework and improving accountability structures so consumers get proper advice and redress without difficulties.
