Opened the debate
MP Sarah Olney from Richmond Park expressed concern about the impact of night flights and the third runway expansion at Heathrow Airport. She highlighted health impacts on residents, including increased risk of high blood pressure, obesity, depression, and cardiovascular issues due to long-term exposure to nocturnal aircraft noise. She urged the government to ban night flights over heavily populated areas, reject the third runway expansion as it contradicts climate targets, and adopt a 'do minimum' approach in airspace modernisation proposals. Olney emphasised the need for a full independent analysis on the economic impact of night flights.
My hon. Friend is right. She speaks passionately on behalf of her constituents in Twickenham, who are also affected by these issues.
Government Response
The Minister Mike Kane acknowledged the significant impact of aircraft noise on local communities while balancing the economic benefits of aviation. He reported that major airports have produced noise action plans under the Environmental Noise Regulations, including Heathrow's commitment to research and engagement with residents. The Government are committed to research into aviation noise impacts, with two studies underway—one focusing on sleep disturbance and annoyance at different times of night, and another assessing objective sleep quality affected by aircraft noise exposure. The Minister highlighted current restrictions on night flights but emphasised the need for a robust evidence base before making policy changes. He also discussed plans for airspace modernisation to improve efficiency and reduce carbon emissions.
