Opened the debate
I introduce the Regulation of Bailiffs (Assessment and Report) Bill to address despicable practices in the enforcement sector, fuelled by stories from vulnerable people. I propose requiring the Secretary of State to publish an assessment of current regulation effectiveness and report on statutory regulation merits. I thank StepChange for their work and support the ECB's voluntary regulation but advocate for legal heft through statutory regulation.

I share Michael’s story, a man left bedridden after an accident with added council tax charges leading to aggressive bailiff visits and the loss of essential items. I also highlight Adam's experience of disability equipment being threatened by rogue bailiffs despite claiming vulnerability status. These examples show that statutory regulation is needed for fair debt collection.
