Vulnerabilities exist due to fragmented governance and outdated laws. The Committee recommends establishing an oversight board, updating impact assessments, strengthening contingency planning, enhancing security standards at landing stations, developing a sovereign cable repair ship by 2030, and improving military deterrence.
