Hadlow College, Kent’s only land-based rural college, faced significant financial issues in 2019 when it entered educational administration due to a financial mismanagement scandal. The expansion beyond its core purpose led to financial losses and the closure of key facilities such as the farm shop and tearooms. Tom Tugendhat raises concerns about the accountability for those responsible, transparency in handling public funds, and the impact on education land sales and community resources. I congratulate the right hon. Member for Tonbridge on securing this important debate and pay tribute to staff and students at North Kent College, Hadlow rural community school, and all colleges and schools across Kent. Further education colleges are vital; they need financial sustainability support and tools to respond to financial distress. Hadlow College has a land-based provision crucial to economic growth and ecology. Before entering administration, it faced financial challenges leading to creditor pressure and its placement into education administration in May 2019. West Kent and Ashford College followed suit in August 2019. Education administrators stabilised the college’s finances while seeking solutions to protect learners without remaining in administration. North Kent College acquired Hadlow College's provision and facilities, with funding support from the Department, protecting more than 5,000 learners through the process. Investigations into mismanagement reached settlement agreements with involved individuals. The education administration had implications for Hadlow rural community school, impacting its governance links and financial viability to access college facilities. The school requested departmental support to develop its own land-based facilities due to unsustainable costs. Though complex, Ministers value the school’s specialism and are open to supporting it, ensuring a high-quality curriculum. Recent decisions about capital investment did not offer good value for money given existing specialist facilities at Hadlow College. Ministers advocate exploring shared use of college facilities as an alternative to replicating them nearby, offering support from officials to broker negotiations if the organisations agree. The school's desire for independence is understood; no intention exists to force changes in governance arrangements. Alternative proposals remain open for consideration. The liquidations of Hadlow College and West Kent and Ashford College are ongoing while surplus land assets are realised through planning applications, offsetting costs of the administration process. Priority security on these assets ensures a return to taxpayers. The Department continues working with joint liquidators and North Kent College to ensure learners’ benefit in Hadlow.
