Opened the debate
Cement is essential for construction and supports local economies in Derbyshire, accounting for around 40% of UK cement production. However, it produces significant carbon emissions. The UK cement industry faces pressure from imports and needs investment in decarbonisation technologies to protect jobs and the environment. Initiatives like Peak Cluster can decarbonise up to 40% of UK cement production but require a clear route to market for carbon capture projects beyond track 1 and track 2 clusters.

Government Response

Government Response
The Minister acknowledged the importance of the cement industry in Derbyshire, highlighting its economic impact. He emphasised his commitment to advocating for British heavy industries and ensuring a sustainable future. The minister outlined plans to support decarbonisation efforts by providing financial assistance through the National Wealth Fund's £28 million investment in Peak Cluster. He stressed the need for clarity on routes to market for carbon capture projects beyond track 1 and track 2 clusters, aiming to provide certainty for investors. The Government recognises the importance of decarbonising the cement industry while maintaining its economic contribution. The Peak Cluster carbon capture utilisation and storage project, partially located in the hon. Member's constituency, aims to store over 3 million tonnes of CO2 from cement factories. Investment of £28.6 million has been secured alongside private sector funds. Contracts for difference could be considered. Innovations like Material Evolution’s MevoCem green cement project and Ecocem’s ACT low-clinker cement are being developed with support from Innovate UK. The Government is consulting on an embodied emissions reporting framework to harmonise data and simplify measurement. Action is also being taken through the British industry supercharger scheme, carbon border adjustment mechanism, and reducing electricity bills for eligible businesses.
